### Description Implements mobile data streaming confirmation (allow once/always notification) in Media3PlaybackService, matching the legacy PlaybackService behavior. Includes pre-Oreo PendingIntent compatibility, stale notification cleanup on new media load, and a streaming guard for queue auto-advance.
