Hans-Peter Lehmann 3e5d0bb3e9 Make it possible to scale widget vertically (#8462)
### Description

The Android lock screen ignores whether a widget supports resizing or
not, it does it anyway. This makes the layout more acceptable and
enables support officially.

Closes #8459

This module manages the widget. The icons specified in this module are rasterized to png. This is necessary to support old Android versions that do not support VectorDrawables. This is only needed for external icons - for the icons within the app, appcompat handles drawing the vectors. Uses AppWidgetProvider; widget state is updated via WidgetUpdaterWorker (WorkManager) in response to playback state changes.
