HTTP - added definition for TESLA SmartPlus TSL-SPL-1

DRV - added command for functionality to reset energy counter. (HTTP, RESTAPI. TODO: MQTT)
- MQTT meretring publishing scheduler changes. Values are sent within interval 5-60 seconds.
too often can block MQTT connection on device side. Server is usually much powerfull
and can handle >1000 mgs/s
