ANDROID: GKI: power: supply: Add APSD based power-supply properties

Add following power_supply properties:

POWER_SUPPLY_PROP_APSD_RERUN - Property to re-run charger power source
detection.

POWER_SUPPLY_PROP_APSD_TIMEOUT - Property to report APSD timer status.
