Hierp encoding needs max layer count details. Hence, adding support
for max layer count. Also, enabling hybrid hierp along with normal
hierp encoding.

This is the RX counterpart of commit bec1f6f697 ("udp: generate gso
with UDP_SEGMENT"). When UDP_GRO is enabled, such socket is also
eligible for GRO in the rx path: UDP segments directed to such socket
are assembled into a larger GSO_UDP_L4 packet.
The core UDP GRO support is enabled with setsockopt(UDP_GRO).
Initial benchmark numbers:
Before:
udp rx: 1079 MB/s 769065 calls/s
After:
udp rx: 1466 MB/s 24877 calls/s
This change introduces a side effect in respect to UDP tunnels:
after a UDP tunnel creation, now the kernel performs a lookup per ingress
UDP packet, while before such lookup happened only if the ingress packet
carried a valid internal header csum.

- really enforce UDP_GRO_CNT_MAX, instead of UDP_GRO_CNT_MAX + 1

This driver supports communication with secure processor subsystem
(SPSS) over rpmsg and ungerlying glink transport layer. The
communication is based on using shared memory and interrupts.

Support new IPA coalescing pipe IPA_WAN_COAL_CONS. If coalescing
is enabled, this pipe will become the default pipe and be setup with
its own transfer ring but share an event ring with WAN_CONS. Also adds
a new coalescing ifdef and support coalescing in the RT rule.

Adds the Virtual Services framework and core protocol code.
The Virtual Services framework provides a bus for generic inter-vm
communications using a high level abstract model. The vservices
bus provides support for both HLOS and embedded C clients and servers,
allowing VMs to communicate in a common OS independent manner.
The vservices bus and services over it are hot-plug capable and
can support a wide variety of use cases, including device virtualization
using virtual device protocol (classes) and drivers, similar in
concept to USB or virtio.

Add the DEL_PROC control message for forwarding usecases. If this proc
acts as a gateway between two procs then they need a notification to
clean up servers and client ports when either goes down. This message
acts as notification to clean up all resources associated with the node
in the message.

Currently plane information is updated during start
streaming. This should be done when extradata gets enabled
instead as this is necessary to update buffer requirements.
