Kavya Nunna a7f387bad3 power: smblite-lib: Reduce the ICL immediately when flash is active ...

Currently, in torch/flash active case the ICL is reduced after
the USB ICL vote for SDP/CDP/DCP charger.This causes a
momentary current surge on USB port.Fix it by reducing
the ICL value before USB ICL vote when torch/flash is active.
