Ivaylo Georgiev 25d425c5bd Revert "drivers: thermal: cpu_cooling: Snapshot of cpu cooling driver"
This reverts commit 763658b99f.

This is a preparation change for merging android-4.19.14 into
msm-4.19 branch. It is needed to resolve conflicts caused by
merging upstream change [1]. [1] was fully discarded in upmerge
[2]. Now Tech team (Ram Chandrasekar) decided to pick up the
change.
