Peter Chen df73de9b0d mfd: syscon: Return -ENOSYS if CONFIG_MFD_SYSCON is not enabled ...

Some platforms may not define CONFIG_MFD_SYSCON (or haven't syscon),
it can fix build error for these platforms.
