8228e353d8 chardev: move headers to include/chardev 
So they are all in one place. The following patch will move serial &
parallel declarations to the respective headers.

221e659c3f char-win: rename win_chr_init/poll win_chr_serial_init/poll 
Those 2 functions are specific to serial chardev, make it more clear.
