Bin Meng 8e3c886870 hw/riscv: sifive_u: Change SIFIVE_U_GEM_IRQ to decimal value ...

All other peripherals' IRQs are in the format of decimal value.
Change SIFIVE_U_GEM_IRQ to be consistent.
