Richard Henderson 397cabaae0 tcg: Introduce tcg_use_softmmu ...

Begin disconnecting CONFIG_SOFTMMU from !CONFIG_USER_ONLY.
Introduce a variable which can be set at startup to select
one method or another for user-only.
