Philippe Mathieu-Daudé 77599a696d hw/misc/mips: Reduce itc_reconfigure() scope 
Previous commit removed the MT*C0(SAAR) helpers which
were the only calls to itc_reconfigure() out of hw/,
we can reduce its scope and declare it statically.
