Kevin Wolf bb02b65c7d job: Move BlockJobCreateFlags to Job ...

This renames the BlockJobCreateFlags constants, moves a few JOB_INTERNAL
checks to job_create() and the auto_{finalize,dismiss} fields from
BlockJob to Job.
