feat: add Russian Tea Cakes

Preheat oven to 400°F.
Mix @butter, softened{1%cup}, 1/2 cup @confectioners' sugar{1/2%cup}, and @vanilla{1%tsp}.
Mix in @flour{2.25%cups}, @salt{1/4%tsp}, and @finely chopped walnuts{3/4%cup} until dough holds together.
Shape dough into 1-inch balls. Place about 1-inch apart on an #ungreased cookie sheet{}.
Bake until set, but not brown; about 10 to ~{12%minutes}.
Roll in confectioners' sugar while warm, then let cool.
Roll in confectioners' sugar again.
