Don't skip identically numbered workspaces when moving to next/prev (#4578)

Browse Source 
eg if you have workspaces: { 1, 2:a, 2:b, 3 } and are on workspace 1,
then 'workspace next' should traverse 1 -> 2:a -> 2:b -> 3 -> 1 instead
of 1 -> 2:a -> 3 -> 1.

Fixes #4452
